No. He's in megaman: Network transmission. He appears first as the Zero Virus and is known as Zero.EXE . Megaman and Protoman are about to destroy him when they find out he isn't evil. They make him into a Navi which turns out to be part of the Professor's (evil guy) plan to revive the Life Virus. Zero ends up helping them bring him down. Canon Character Wanted: Bubbleman
Why?: Cause he's flippen awesome is why. Also 'cause he has one of those depressed personalities where he's a coward but he has his own feelings too. (Though this not represented in the anime apparently.)
Do you feel you know the character well?: I do kind of. I don't know much about him from the anime (other than his cowardliness and the fact he says "-blub" at the end of most of his sentences) but from the games I know more of his personality then they show in the anime since most villains aren't usually meant to have reason for sympathy so they take it out. I feel bad for him a lot.
(By the way, you spelled character wrong but I fixed it here.)
I like his original appearance much better than how they change it in the anime though.

Yeah. You do it exactly like that with the Navi form since he has no owner. You can also create your own original characters.

That is too confusing, we refrain from doing things like that. Unless I hear otherwise, then it will change, but for now, originals and canons remain seperate.
